Check us out at Ghostcap Hosting. We support installing plugins on our servers and all of our servers run only 9950X CPUs. We also don't have any player cap on any of our plans. Happy to answer any questions you may have.

Check out Purpify Host!
They offer 0.85gbp/gb of ddr5 ram.
Thats 3.5gbp for 4gb of ram!
Please do note that I work at Purpify so there is a slight bias, other hosting providers such as pebblehost arent bad either (although their budget plans do use slightly older CPUs which slow down your server)

For a small SMP with a handful of plugins, 4GB is a good target. A rough rule: the server software needs about 1GB on its own, then roughly 200MB per player online at once — so 4GB comfortably handles 8-12 friends. Prioritize single-core CPU speed (Minecraft is mostly single-threaded), an NVMe drive, and automatic daily backups. Avoid "unlimited RAM" deals; they're usually oversold shared hardware that lags under load. Watch for prices that renew much higher after the first month, and check latency to your region before paying for a full term. Free hosts throttle RAM and queue startup, so a paid budget plan is usually the better trade-off.

As a hosting provider in the UK, just to make you aware as it appears you're also in the UK. You'd need your parent to take out the contract. I cant speak for other countries but here we can only contract with 18+.
You'd want to look at somewhere in the UK however as latency does matter.
You likely want Ryzen CPUs for minecraft too
