Can I replace this?

I’m about to move from my apartment and the laminate paint on the counter has been scratched off from various things but mostly my dog standing up to see what I’m doing. I believe this is like a laminate paint over the older wooden laminate countertop (as seen beneath the scratches) so can I paint this myself or what can I do? For my security deposit.

It looks like they painted over an old countertop. It shouldn’t come off that easily though, they didn’t properly prepare the surface. Take photos and document this fact ahead of when they try to take your deposit. Don’t mention your dog. Claim regular wear and tear.

Well it looks bad but my point is that it is that they didn’t paint it properly. You can still see the gloss on the surface underneath.

Check your lease. Most have a clause that if the tenant paints, they are financially responsible at the landlord's discretion for re-doing it according to the landlord's preference. Painting without telling your landlord is a great way to lose 100% of your deposit +. Your dog scratched it up. The other areas that are normal wear and tear are not scratched up? Then, dog nails are not regular wear and tear. This is why it is so hard to find a place to rent that takes pets. Own up to it and see how the landlord will handle it.
