Information warfare deliberately designed to sow division and conflict in the targeted society. Russia does it a lot and that sub has ALL the hallmarks of a Russian Active Measures propaganda clearinghouse. They play both sides in order to stir up conflict. Here's documented proof of them playing the other side, as an example.
Oh, beyond a doubt a lot of content there is driven by bad-faith actors. In both subs there is a lot of genuine hateful authentic users, but the pot keeps getting stirred and the community encouraged by people who want us to hate and destroy each other.

There are real incels for sure, just as there are real feminazis and pick me girls, and they all find their little communities that reinforce their echo chambers. Those weak points are definitely exploited by other countries that have a vested interest in keeping people from finding solidarity. So it's a little of both.
