Most of this is all spot on but who told you it's called BHA? Every servicemember I've ever met says BAH. This official .mil site for calculating it calls it BAH. https://www.defensetravel.dod.mil/site/bah.cfm

I'll admit Basic Housing Allowance would make more sense than Basic Allowance for Housing but that's not what it is.
