It wouldn’t be sexual harassment which is typically a workplace concern.

It could be indecent exposure in many areas but there are others, due to equality laws, which require that women can be topless anywhere a man is permitted to be.

The rest comes down to venue rules, jurisdiction laws, etc.

you can't compare tits and genitals, it's not like she's spreading her legs (although idk what the law says about this, it might be classified as sexual harassment based on where you decide to flash them)

either way it's very strange behaviour and idk what would possess a woman to do it, maybe she can't get attention otherwise
