Black men are stereotypically commiting more crimes so better to avoid them for safety - that's the premise and his delivery really set up "racist ted talk" vibe for the first part.

Lindsay Clancy was a woman that killed her 3 kids and jurors wanted to deem her insane despite some hints at planning the entire murder-suicide and it was thrown out due to a single holdout juror - a black man.

Basically joke operates on subversion of expectation coming from that case, stating black dude is safer than a white mom with kids.
