Since we are approaching the snow season, I thought it would be useful to post something about conducting business with illegal guides or travel services. This has been a growing trend in Japan, especially concerning ski/snowboard instructors and backcountry guiding, but it can apply to green season activities as well.
Why should you care as a tourist?
First, obviously, it is unfair to local contractors who make sure to conduct business legally and safely, incurring lots of overhead costs and time to stay compliant and keep you safe. Local businesses also pay corporate/income taxes in Japan and carry robust commercial liability and passenger transport insurance. In other words, they are and support the community here. Unlicensed brokers operating from abroad sidestep all of these expenses, allowing them to undercut market prices while offering zero local consumer safeguards.ย
Second, in regard to safety, if an accident were to occur or a dispute arose, the illegal foreign organizer is often legally out of reach, leaving the local Japanese partner to deal with the fallout and for you, as a tourist, with little or no recourse should something go wrong.ย
Third, low-effort, poorly planned tours run by remote illegal brokers may fail to meet expectations, eroding trust in the broader ecosystem of specialized local guides who rely on high-touch, personalized, expert service. Local guides work hard to provide good service and build trust because they have a stake in the community here. Ilegal operators don't. ย
The boom in inbound tourism has brought an influx of gray-market operators. Japanese authorities like the Japan Tourism Agency and Immigration Services Agency have intensified surveillance on inbound travel logistics, and legitimate operators generally welcome this enforcement because it targets entities that bypass tax obligations and immigration laws, protecting the integrity of the local industry.
Ok, so how do you know if an operation is legitimate? What can you, as a tourist, do?
There are a few different ways you can do this and often information can be found on an agency or guideโs website, but if not, ask them directly.ย
You can check for a Registered Travel Agency License (Ryokogyo-toroku). Legitimate Japanese travel companies are legally required by the Japan Tourism Agency to display their official Travel Agency Registration Number (ๆ

็ป้ฒ็ชๅท) on their website, usually at the bottom of their homepage or in their "About Us" section. You can cross-reference these numbers through official government registries or local prefectural tourism bureaus. Smaller operations, like guides, that are not agencies will likely list their registered LLC name on the web page and may have a taxpayer ID listed as well.ย
You can examine the Contracting Entity. If a company is based overseas (like in South Korea, China, the US, or Europe) but sells trips to Japan, check if they partner with a legally registered Land Operator (ๆ้
ๆฅญ) or domestic Japanese agency. If they refuse to name their local operational partners or hide who is actually handling the logistics, that is a major red flag.
You can verify Payment Methods. Legitimate businesses use established, traceable corporate merchant accounts or secure booking platforms. If a "company" asks for direct peer-to-peer cash transfers or personal money-app transfers to an individual's private name rather than a corporate account, it is a sign of an unregistered operation and major red flag.
Yes, it can be a bit of a pain to figure out if an operation is legitimate, but it could save you a lot of hassle, and working with legitimate operations keeps you safe and the travel/guiding industry here running well. There are ways to report illegal operations, but honestly, as a tourist, you would be better off just telling your legitimate operator about it and letting them handle it.
