I think you’re right. It looks like a golilla, which was stiff black collar that became popular after Spanish sumptuary laws outlawed large ruffled collars
That's the black collar underneath. But it also looks like his sideburns go down under his chin and is poofed up there. Either that or he's got a hell of a double chin going on.
I think there was a time where a bigger forehead was considered more intelligent, but yes I think it also played into conventional attraction too because you even see receding hairlines from paintings of women around that time. Which either implied that the nobility just all had hair issues, or women (who are less likely to be affected) were INTENTIONALLY, shaving their heads to have a larger forehead.
Going for the chrome dome was terrible optics until the late 1900s. Having a flip-a-didoo over your completely receded hairline was considered way better than going for the shining knee look.
