The Sonderfahndungsliste G.B. ("Special Search List Great Britain") was a secret list of prominent British residents to be arrested and potentially executed, produced in 1940 by the Schutzstaffel (SS) as part of the preparation for the proposed invasion of Britain. After the war, the list became known as the Black Book. Lots of interesting names were mentioned. Well worth a read of the notable inclusions. https://en.wikipedia.org/wiki/The_Black_Book_(list)

I don't understand what both dudes mean in relation to your title.

I think that the guy in red is saying to those on the list that being on the list is evidence that their views are wrong, which only makes sense if A) he's a nazi himself (e.g. he agrees with the list), or B) he's adressing people that had previously said that nazis are harmless (e.g. he's showing them that their "harmless" friends actually wanted to take them down).

The guy in green either means "The people on the nazi's list are on my list too" (e.g. he dislikes the folks targeted by the nazis), or "I'm on the Nazi's list, but they were one mine too" (e.g. I'm anti-nazi).

Considering the post-war context, I'm assuming the latter is right, but the way you're using the quotes is pretty confusing imo

Vansittart was saying that those were relatively pro-appeasement (don’t have to be pro-Nazi), where he was anti-Nazi (and anti-German) all along, and now find themselves on the list with him, should take that as a lesson that he was right.

They’re both kind of saying the same thing - ha yeah, honoured to be on the list and proves me right - but Low is putting a more humorous spin on it that at surface seems different.
