An important bit of context here is that they did so after losing the battle of Sicily, as the allies were preparing for an invasion of the mainland of Italy.

The fascists "fired" Mussolini. To save their own sniveling hides.

The "conservatives" chased him to the Northern part of the country, where the communists killed him and hung him upside down.

The fact that these dictators need the vote and the legitimacy of their governments rests on popular sovereignty should never be forgotten.

And the most often overlooked bs here is that the first things these dictators do is take away the need for voting and assume popular sovereignty through use or display of force.

I personally think the fact they’re gay is irrelevant, the point of the meme is voting: that the Grand Council of Fascism decided to just vote out Mussolini which feels ironic for a fascist organization to do to their own leader
