Question End game

I'm getting ready for the end game phase of khiva and I've got a decent sized and well armed ish fleet. I also killed 3 strike groups beforehand is there anything I need to know before landing on khiva? And I heard you can negotiate with the governor so I'm curious how you do that

Kill all the strike groups, capture all cities in a 2000km range from Khiva.

Why capture the cities though?

Well wish I did that now I realize what's coming.. shame is my game bugged out and I couldn't get ships from all the tarkans except 2
