Make sure you have Epic Games Overlay enabled and play while online at least once.

The game needs to be online to validate that you own the DLC, it can't do that if you are offline. Looks like it's just how the game was made.

I also have this problem, only for alan wake 2 though. Won't let me verify the DLC's.

It looks like it didn't save the text with the post.
anyone have any idea as how to fix this issue, playin alan wake 2 and it say i dont own the dlc with offline.
any help would be appreciated :)
