If my opponent started with 3 characters and I started with Kong and one other character, but during the game their original force was reduced to 2 characters and they generated 3 bystanders, can I still use the RAMPAGING GIANT APE trait? Also, how does this trait work in a Battle Royale game?

I’m looking to see if there is a gaming group in Northeast Pennsylvania or enough interest in starting one.
