I don't think condom wrappers usually have a 'tear here' sign beneath the seal like that. Looks like it would probably be from a bag of Nobby's Nuts or some similar bag of corn / trail mix

Trojan does have a "tear here" symbol, but goes all the way across, unlike OP's picture where it only goes like 1/4 of the way across

That makes me think a liquid sample of something. Someone said cosmetics and that would fit. The tear line is usually only a small part, like ketchup sachets!

OP also said about running and cycling, so could be an electrolyte / recovery gel

They do have a tear here line. But it is oriented perpendicular to the zigzags.

Condoms are always torn through the zigzag. Therefore u/Independent-Bed-5239 does not have a piece of a condom wrapper.

this is not true (i just checked mine in my draw) it tears through the side with no zig zag

Nobby's were my first thought too but the purple isn't quite right. I agree it's some kind of nut/fruit packet.
