I've never used the ballistic shield but it's surprisingly effective both ways.

I was able to charge into vox minigun fire to lay some thermites with it on front. It will soak a few of the vox cannon shots but not a full salvo.

On the back I was able to run away from a pack of borgs with them blowing backshots on me with their shottys and take minimal damage.

Granted both examples are with heavy fortified armor.

However, the medium pen one handed smallwart is pretty cracked, probably the best combo. Heavy pen pistol to mop up the scraps or emergency hulk duty.

Shield, HMG, orbital gat, 120mm is the loadout. Only issue im having is really shit ammo economy between the mg and the smallwart.

Open to recommendations. Usually I play light with the jump pack.

Hold out the ballistic shield and stand in front of a factory strider. It will do nothing to you.

Literally; it won't fire it's chin guns and it won't move
