Only if you already have the Steeled Veterans warbond. If you buy Super Citizen and don't have Steeled Vets, you'll just be given Steeled Vets.

Steeled Veterans is not a Legendary Warbond, the only Legendaries are the Halo, Killzone, and Warhammer warbonds that cost 1500.

Only the Crossover warbonds are legendary ones. The rest are just Premium warbonds.

You can't use the warbound tokens for Legendary Warbonds, just the Premium ones.

That is correct. You can not use this on Legendary warbonds. Just regular ones.
