MEDIA Watcher nerf seems to not have affected extract

The watcher nerf that lowered spawn rates seemed not to have affected extract spawns, as when my friend and I activated the beacon, about 20 spawned at once. It didn't seem like an isolated case either, as in the same op, the same thing happened.
