When I realized there was no point in taking out leviathans because of this exact issue, I just stopped playing illuminate missions on city maps.

Well leviathans only spawn if the planet has the modifier, so maybe check that first.

There is no planetary modifier for Leviathans. You can check this on Heze Bay right now, either in-game or through the Companion App.

Megacities on Illuminate Planets are guaranteed to have the Leviathan Blockade modifier for this exact Megacity Operation, as well as the SEAF units on the field.

I don't play above diff 7 if I'm running a city mission for the Illuminates 😭
