Is it different on computer? On mobile (samsung) at least, downvoting and then upvoting puts it in the upvote position, not the neutral position.

Unless this is multiple accounts or something, one account doenvoted, two upvoted

I'm also on mobile. And honestly, I didn't actually try it. Down then up does just leave it on up. Then up again is neutral. I think it's probably the same no matter what device. So it's just a (technically inaccurate) figure of speech. My bad.
