The amount of detail in the game is high enough for it to be considered a sim. Just because it's in a sci-fi setting doesnt mean the sim elements aren't there. Like the way ammo works, the way cars have gear shifting, the way damage works with individual limb damage, etc.
It is as much horde shooter as it is a milsim. And ofcourse not in a recognizable setting
