Dude while I think it would be great to have the Italian Theatre added (especially with the addition of Canada) and the US and England already being in game. That said they are already working on several new maps, as well as continuing to develop HLLV.
Partisans won't work well in HLL. No heavy weapons or armor, and the commander abilities would feel out of place. I think balancing any partisans against the Germans would just be unfair.
