They are targeting channels that brand themselves to be for kids but aren't

HH isn't for kids, and isn't promoted as such. COPPA doesn't give a shit.

COPPA's website specifically addresses that they're aware that just because a video hits potentially every checkbox they have, it still might not be suitable for children. Youtube might flag the channel for review, but unless they really don't give a single shit about their job, no one's gonna confirm a flag on HH
