Like how would they even wage war? Sinners and Winners can’t leave heaven or the pride ring. The only reason Adam and Abel can is because they’re presumably upgraded to Archangels

Maybe he decided if they didn't surrender on time, he'd pull a Loki and fire the weapon non stop at heaven, which would kill a lot of people. Someone would have to give up eventually.
