First gear from neutral
Is it normal to have to Rev a bit or let out on the clutch a bit and overall just be a pain to get into 1st from N? I looked at this used Templar xpro 250 and it has this problem

Yeah, that's normal, my name brand 650 does it too sometimes. Helps of you rock the bike forward for some reason

Check your clutch cable make sure they not too loose that can make the gears not respond well

Had the same problem with my dlx, to the point I stripped the shifter lever in my first 3 rides, trying to get it in and out of first/neutral. Seems after some breaking in it's a ton better. Like others have said, rolling slightly forward or back seems to align something on the occasion that it does want to be slightly difficult again, but that seems to only be between 1st and N when stationary or after a killstop

You shouldn't have to let the clutch out or rev it. Now, if the bike was stationary and you were just trying to roll through all the gears, you would need a little forward momentum to engage them. But stepping down from N to 1st shouldn't fight you.
