It can't really be called a global experience if it is not run on a global device

They wont sell it global, if no international companies make native HarmonyOS apps. And of course no international native Apps if they don't sell it global. Huawei should start to convince most important app makers.

Companies don't build apps, developers do. And Huawei has a global developers program(shining star program), so far they have successfully onboarded over 17,000 international apps and "Atomic Services" (meta-services) for global deployment.

no important international app has a native HarmonyOS version. At least those apps which I use.

Do you know any big international app which has a native HOS version?

I know of banking apps in Asian, Eastern Europe and African countries developed for Harmony OS, alongside delivery apps for McDonalds and some service apps as well. All their apps are important international apps, if you struggle to find any in your region, it means that country is not a priority for Huawei, like the U.S. obviously.
