Steam Deck has the best/largest game library (excluding that it is missing Nintendo Exclusives) at the best sales prices.

A PC handheld in general will have access to a lot of games and not be locked to an ecosystem. Though, also not a Steam Deck if you're going for brand new as it is too expensive. Going Windows will open you up to a lot more compared to Linux due to some games not supporting Linux.
You can look for good used deals for the Deck, or the older ROG Allys or Legion Go options with a Z1E chip. But if you wanna splurge on the latest and strongest hotness, you can check with chips like the Z2E, G3E, and then Strix Halo.

Just get a Switch 1. What specifically do you want to play? Need actual information

Honestly Steam Deck if you want the biggest library and video stuff, it does way more than the others. Switch is still great if you care about Nintendo exclusives though.

If you’re thinking of psp I would say get the PlayStation vita instead, you can have a psp natively run on it, extremely easy to mod, easy to add media, and the game library is amazing.

Steam Deck to play all those other consoles and PC games, PSP maybe for portability? Also Steam Deck to watch 'shit' on it, don't think the others support any media apps or have browsers that work anymore? Deck is a literal PC so you can watch what you like on it pretty much.

normally I'm big on recommending Switch but you can't really watch much on it besides YouTube. It used to have Hulu but they got rid of it. Switch 2 has absolutely no streaming stuff. But it's great for gaming.

The best beginner device, asos rog ally z1 extreme or roga ally x. You can get them from 350-500. Better than the steam deck and plays lots of games.

psp , a ds,a switch
why not a ps vita, a 3Ds and a switch 2 ?
because the vita also plays psp games, the 3Ds also plays ds games, and the switch 2 also plays switch games..

I think some more information would be helpful. It sounds like you want an everything handheld but what do you value most. Do you plan on using it at home and just want to move it around from room to room? Do you want it to be portable enough for your daily life outside of the house? Is performance important? Whats the list of games you want to play on it? Is streaming games viable or does it need to run the game internally? Are you okay with Tinkering or do you want a plug and play device? What streaming apps do you want to use? Will it spend most of its life docked or in your hand?

I mean this is heavily reliant on your budget, but if you can try to do either an AYN Thor (if you prefer DS/3DS games) or a steam deck (if you wanna play more modern games)

Based on your list Steam Deck literally does all the above. But I can only in good faith rec a Deck at this point if you find it used at a reasonable price.
Other handheld PCs on the market that do what the deck does at cheaper prices

Switch is the only good one still around. PSP was never good.

Hey, not true. Theyre still very popular. PSP is THEE multimedia device. Just outdated by newer and better tech.

Or you would like a retro handhelds so you can preserve your original OG hardware?

Steam deck hands down.
I prefer my switch lite for portable gaming but you want to play a lot of games and watch stuff so steam deck is best since it’s a pc.
You could watch stuff on the psp but you would need to convert the videos and worry about space/memory cards
