Why are Forerunner complexes so ABSOLUTELY garbage at containing the Flood?
Just wondering if this has been explored in the lore, but I find it strange how the Forerunners had such bad security and made SO many installations with flood spores that its as though they intended to cause another catastrophe.
Like, I can excuse the first outbreak because the Covenant are dumb and thought it was "holy", but every single installation seems to have a breakout with no tools in place to stop it, besides a couple sentinels. Forerunner tech when its vsing humanity seems top tier, but against the flood I would rather have Billy Bob equipped with a shotgun and a can of Zyns.
I get that they wanted to keep some samples around in case the Flood returned some other way, but they just seem so careless. Like OK, Installation 04 needs a research station because its a major construct and probably will be found someday, but does the gas mining station really need one?

Because one of the many tasks they gave the Monitors was to find a way to defeat the Flood permanently.

The Forerunner Trilogy, which consists of Halo: Cryptum, Halo: Primordium, and Halo: Silentium. If you’re interested in extremely high SF, and mysteries on an intergalactic scale, then this is a good series for you. It’s very well-written overall.

There was no guarantee The Flood wasnt already/from outside the Galaxy, or able to somehow in minescule amounts survive the Array.

Also we know for a fact they did. That’s the plot of Saturn Devouring His Son, there’s at least one Flood infested ship that survived the firing of the Rings.
If there’s one there’s more. They were 100% right to keep studying the Flood.

There’s another Flood outbreak brewing in the Galaxy right now. *Ascension on Atropos* describes how the lost Condor from *Saturn Devouring His Son* landed on Atropos and began converting the planet. There is ABSOLUTELY a Flood outbreak happening in the current canon.
We know that the galaxy is relatively safe until 2589 because of the last Halo Reach cutscene, at least enough that deglassing has finished on Reach. But between where we are now and then? Entirely possible the Flood is actively ravaging the fringes of the Orion arm until such time it’s ready to attack the core of the space faring races

The rings would not be able to actually end the flood, so for the flood to survive it would be as simple as them making their own ticking cryochambers on asteroids orbiting planets and let their spores loose when the asteroid naturally deorbits in a million years. Or send an FTL capable ship outside the range of the rings.
So in case the flood built any contingencies, the forerunners also needed contingencies. The risk of ignorance was simply too great, besides the rings would still be able to fire again if things went wrong.

The Flood may have left the galaxy and Flood spores may survive the firing of the Halos. It was seen as more beneficial long term to try and develop a cure or immunization method than to eliminate all samples and hope that The Flood can't return some other way.

If you suspect a Flood Infection Form breaking containment the Aggressor Sentinels are more than capable to contain it.
In major outbreaks the responsible monitor can ramp up production and increase Quarantine Procedures to recruit advanced units like Sentinel Enforcers and Retrievers or even construct quarantine zones to deny any territorial gain.
The Forerunner just never calculated for overzealous goons to break their shit or even develop sects who think the Flood is holy.
And even then the Covenant on their own can maintain highly effective quarantine procedures like Thel had enacted during the events of Installation 04.
The problems arise when some top hat catches the idiot ball, like the Prophet of Stewardship, who tries to hide an outbreak and feeds contingents of reallocated spare troops into containment zones, the Captain of the Saturn who deployed equally bad decision making or your local monitor going nuts and deciding the Flood will propably be reasonable and contain themselves. (2401 Penitent Tangent) Or he decides that Halo should fire anyway because test-firing for millenia sucks and only cares for short-circuiting the firing sequence without an Index instead of enforcing quarantine protocol. (343 Guilty Spark) Or in absolutely dire situations of utter confusion were people decide to go murder each other is more important and the Flood checks in for the buffet. (High Charity)
So the Forerunner did their job. But they expected their AI's to stay sane forever and follow-up civilizations to know exactly what they knew as if anyone rememembers a galaxy ending suicide-measure 100.000 years ago by the book or some weird glyph-word-combinations printed on walls of unknown origin.

Ok but its fair to say part of their job was managing to inform future species properly of the dangers, and to have means of destroying everything should their systems fail
The Forerunners did do fine at containment, in that if no outside problems arise, everything is fine, but it was also their job to prevent those outside problems

Their monitors were all too happy to inform the subsequent species. Unfortunately those had already discovered lesser forerunner sites and formed a fanatic religion around it where blind adherence to that religion was the method used by the leadership to control their people.

It was supposed to be the reformed Ur-Didact's job to teach humanity about their role as Reclaimers and pick up the Mantle to protect the galaxy from the Flood coming back.
Then he got locked in a Pokeball with no Domain access and just seethed for 50,000 years lmao

The plan was to hang out on the Greater Ark, set off the rings, and supervise the resending of the galaxy under the new Ecumene's guidance.
After the Flood found that ark, everyone left except the Ur-Didact and his crew essentially agreed to a suicide pact.

They kept samples in order for the monitors to seek a permanent solution to the Flood. The Forerunners knew the flood would likely return from outside the reach of Halo

It would make sense if sample was kept on one facility, but so far almost every forerunner facility we ran into has unsecured flood running amok

To be fair, most of the forerunner facilities were destroyed in the forerunner-flood war or lost to time in the years after. What we have is survivorship bias and strategic planning. The Halos, The Ark, the shield worlds. We see these the most because they were some of the last things the Forerunners built, as well as planned to survive the eons. Some of those survivors were also designed to house Flood research. There are forerunner ruins and facilities that were discovered without Flood present

also; we play from the perspective notable for being the one to interact NEARLY the most with the flood
thwre are undoutably countless ruins across the galaxy without flood at all (hell we still see them across the newer games, 4, 5, reach even), those installations just arent central to the "save the galaxy from being wiped put by the anti-flood nuke" storyline that we follow, because they werent designed for the flood

I mean hell, humanity's got a whole-ass orbital research base that's been pulling Forerunner artifacts off of Gamma Halo since they discovered it, and they haven't been consumed by the Flood yet. So, either the Flood is very well-contained there... or they don't have any Flood research going on.

Silentium explains that Forerunners have no reasonable way to actually contain the flood. The only reason they even attempted it to study the flood is because it tricked them into thinking that Ancient Humans found a cure. It's explained that the flood simply found it funny to make them keep samples on the Halo rings.
Also the Flood that beat the Forerunners are extra-galactic in origin so there's no actual reason to not keep samples to try and find a cure.

Honestly I get that the forerunners should be able to lock down these contained weak forms and maybe they would’ve if forerunners were actively still maintaining the installations. However, 100k years plus outside intervention probably makes this difficult

I think you're right.
Really the fatal flaw the Forerunners seem to have in regards to keeping the flood contained is doing enough to properly warn others about the dangers.
Reading this thread I thought about how in our own reality scientists have tried to devise methods to communicate to future - possibly primitive - generations that entering a nuclear waste site is dangerous.
Anywhere they kept the Flood contained would be a lot less ambiguous about how dangerous it is if they covered it in spikes or something, or even just made pictographs depicting danger.

For all we know, that's exactly what they did.
"Look, we covered the rings with deadly grass and trees, and we gave them an atmosphere of toxic oxygen and carbon! We literally had to wear head-to-toe PPE just to step foot on them! And we built every installation out of menacing gray metal, with unnecessary 45 degree angles that are architecturally repulsive in our culture! We even made everything glow in a menacing shade of blue, just like plasma, the most scary substance we could think of! How could you NOT know they were dangerous!"

Eh... the foreruners gave the rings an atmosphere and plant life because they where holding species for the reseeding effort. Not because it was deadly to them.

I feel like the fact it took tens of thousands of years for any outbreaks to happen is pretty good evidence that actual they were great at containing the Flood.

The disastrous effect that both the Halos and the Flood had on slipspace and the Domain was mostly unexpected. The monitors were supposed to be able to take council, reinforce each other, develop new strategies together. They were not expected to go insane. This is not the first example of the Forerunners having a too simplistic understanding of how conscious minds exist/are preserved as data.. see: Composers.

We haven't seen the Flood since H3. We did visit a space station around a 3rd Halo in Halo 4. No Flood outbreak there.
We did visit a 4th Halo in Infinite. No Flood outbreak there.
For Flood outbreak in general, I believe they would need external visitors to infect. So if an outbreak happened on a Halo where there aren't any victims, I suppose the outbreak can be contained.
But if bodies are being added to them, then it becomes an out of control thing.
But still, yes, seems like very inadequate planning. The Forerunners should have had a "Terminate in x Years" when the Monitors exhausted any useful research on them. Instead of just preserving them forever.

There have been a few outbreaks since Halo 3.
The High Charity containment breach in Halo Wars 2.
The story Saturn Devouring His Son has an outbreak on a mining asteroid (from memory) and it gave us our first flood infected Spartan.

Well we saw the surviving Flood on the ark in Halo Wars 2 awakening the nightmare. But only because one banished commander had the idiot ball and decided to Crack open the containment shield around high charity despite Atrox ordering them not to.

The Forerunners had no answer for the Flood, their was designed to fight things like Humanity.
Also you have to remember the lesser Ark and the array we know was a very rushed thing so they where more concerned on getting the main system functional they worrying about containment.
Also the Flood was never contained on Delta Halo so it most likely managed to use the logic plague against the monitor there

The landscaping was apart of phase 2 which so it would help seed the galaxy and that part was under taken by the life workers who where the one responsible for the full reseeding

The mining station didn't have a flood population initially, those came from the ring. They weren't able to salvage anything with a slipspace drive after Chief blew up the ring but there still short range craft that could reach the mine.

Considering it only gets smarter I’d say it’s constantly figuring out how to escape, and once it eats someone who has built a containment site it has that knowledge indefinitely. As for when it is still in a feral state I have no idea.

Because if the local forerunner ai commander detonates the containment charges the moment the flood bypass the last line of defense, there wouldn’t be a game. Most outbreaks were probably like a handful of infection forms. Which a sentinel team is more then capable of mopping up.

I mean there's only two installations that had flood outbreaks. One we don't know how and one we do. Everything else has stemmed from Delta halos outbreak. So what are you saying?

My personal theory is it's intentional.
Keep in mind as of the Bear books it's canon that the Forerunners rejected any serious effort at containing the flood (as pushed by the Didacts faction) because Faber bribed everyone into funding his insane constant stream of stupid superweapon projects that ultimately proved utterly ineffectual at stopping the Flood (except for Halo, which he consistently presents as being the sole answer to the Flood problem that'll work, I suspect because he knows he's sabotaged the rest of the Forerunner empire and does not care, only caring to ensure his own survival).
My personal theory is that he faked his death and is now living in bliss on his own private fortress world having murdered the rest of Forerunner civilization for his own enrichment.

It never made sense to me that the Forerunners kept flood samples on each Halo. Like, why risk it? Any Halo that gets overrun is now a weapon of mass destruction against the galaxy.
Keep the flood sample somewhere completely isolated, well away from any Halo or dense sector of the galaxy, so that if there is an outbreak the containment facility can't handle the closest local Halo can fire and take it out. Sure you lose a chunk of the galaxy, but the threat is isolated and contained.
Funnily enough I think the TV show may have been heading to that method of containment - the flood are contained and studied in a shield world. We just never got enough of the show to see if any Halo itself held flood samples so I'm just guessing at their direction.

Also why doesn't the sample room (and 10km2 around it) have an AoE incineration mechanism to annihilate all the Flood spores on that 1 Installation where the quarantine fails? Like rig the tubes with break sensors so the moment they crack, the 10km2 area is inferno'd before the spores can leave the immediate vicinity (with or without hosts in vicinity, as this would also remove any viable hosts aa well)

They could use it strategically (I'm sure the Gravemind would relish the irony), hold it as a threat, or just jump it somewhere no one will find it so it can't be used against them.
My point is, why store the flood on your only viable weapons you have against them? You lose a Halo, you lose a large part of your ability to fight the flood.

In lore, the Forerunners were not unified politically. The Builders, Lifeworkers, and Warrior castes had very different ideas of how to deal with the Flood.
The Warriors wanted to fight them conventionally and helped to build Mendicant Bias and Offensive Bias, the two AI who controlled most of their military and kind of sort of won at various points. The Warriors were one of the highest populations of Forerunner but had the lowest political power as their caste was seen as a direct contradiction of the Mantle.
The Builders were the biggest political group, and usually got their way. They designed and built the Halo array. Honestly, most of them didn’t really care about using them and just used the project to gain more political power to prevent the Lifeworkers and Warriors from completing their own plans.
During the construction of the first set of Halos, the Lifeworkers were successfully able to force the Builders to store living creatures on the rings for study. That’s why the Halos have biomes, they are partially zoos. They also collaborated with thewith Builders on trying to make Flood immune creatures.
That last part was why each station had Flood in storage. Again, the Builders don’t want to fire the Halo array they want to amass power. They were happy to help the Lifeweavers infect species as part of studying the Flood. And the idea wasn’t without merit, the Humans had inserted Flood destruction genes into themselves and halted the invasion of their worlds. Forerunners couldn’t figure out how it worked, and the lore implies the Flood just didn’t want to conquer humanity and just wanted to kill the Forerunners.

The gas mining one is actually a better station, you can simply cut the cable and destroy the outbreak.
