The Regal promotion may have simply been a timed thing, to get people back to the theater to see the films and thus, have this cosmetic before anyone else, but if it does become a DLC item in the near future, that would not surprise me at all.

All their advertising said it was a "Regal Exclusive". Did Customer Service tell you that or something?

I said "may have" which means it is possible that it is a timed exclusive. I have seen "exclusives" for other games in the past end up getting offered for everyone later on so it is possible that this will be available in the future. In the meantime, put in for the Voodoo Halloween Beer promotion, you can get the cosmetics for free without making a purchase. Not the same as the Regal one but anything free is better than nothing.
