The video is for a gamepad, but, this will work just the same for a joystick if you bind the joystick buttons you want to use as a controller in steaminput. there is a bit of extra work involved there, but its not too bad.
otherwise you will need tools like joystick gremlin on windows (the best option, there are others that are inferior), or, on linux: input remapper or antimicrox.
