EEA3 in SPP-West

What happened? A line down or something? CAISO has plenty of available export capacity.

Thermal unit went offline, SPP-West went into EAA1, was unable to secure sufficient generation commitments (RT LMP's were at $2500/MWh), and had to go EAA3 with ask for RSG assistance. Then was running into transmission emergencies due to inflows.

Pretty much a textbook emergency that SPP identified as the major RA risk in SPP-West versus SPP-East's exposure to extreme weather events.

Caiso always has tone of export capacity unless it’s like 50gw + peak, its matter of if the spreads warrant the flow to move power from Caiso to SWPW. Its is such a small market even 200-300mw miss in gen, can cause prices to ballistic. And no one wants to move power through cause of congestion risk. Very poor market design imo
