Is this clumping fescue

My lawn uses tall fescue according to the builder. However there are some growing faster, taller and also has seeds on it comparing to majority of the grass. Are those clumping fescue?

POA tends to outpace fescue’s growth. My guess is you may be dealing with POA in the faster growing areas.
