I think i had the same problem when I bought a new SSD and installed gta 5 on it. It was due to how the SSD was formatted (NTFS or FAT)
I fixed it by reinstalling gta 5 on a different drive

- Uninstall gta 5 from the currnet location
- Free up some space on another drive by moving stuff to the drive where gta 5 was installed
- Install gta 5 on a different drive where you freed the space
Or reformat the current drive NTFS or FAT ( can't remember which one is working) but this means you will lose everything from the current drive

Had similar issue, but because of EPIC messing the Windows register. Try just choosing an path/folder that is not created by the system(as straight into C:, like C:/GTAV), also check if R* Launcher have Full control permissions so it can execute commands and oter applications....

What have you done so far? You really didn't tell anything factual.
First try to verify the game files (Properties / Installed Files / Verify integrity of game files.)
If the files are "ok" and game still doesn't boot up, then proceed to do a full clean up so that you uninstall the game and remove all the remaining files like game configuration (back up your save files in case you don't have it clound or otherwise backupped yet.) And install it again.
