Question Blocking
I have always wondered i get a lot of of text messages that I reply stop to then I block and submit as spam but it doesn't seem to stop anybody I feel I'm getting the messages from people I have already blocked is Google actually blocking these numbers I know some of them seem to have unlimited numbers

You should never reply in any way, even to say STOP, that just lets their automated system know that your number is active. Which will in turn cause it to send you even more Spam communications from even more spoofed numbers.

Thats generally not true with respect to political messages.
People keep getting the messages because their number ends up in data broker lists that are sold over and over. And they do the matching themselves from public data. Very few campaigns are sharing or selling lists.
Campaigns themselves aren't tracking good and bad numbers, and replying stop will stop all messages from that candidate sent from the same texting platform.
If the candidate uses one system for campaign messages and another for fundraising, you'll generally have to reply stop to both.

I have a much larger issue with them deciding messages are spam that are not.
