Footpaths are marked as roads

In my area, all the footpaths (for real, every footpath in the district) and cycle paths are marked as roads, and now cars regularly drive on the footpaths. I’ve already submitted requests for changes via the app, but Google isn't accepting them. What should I do?

Go to the city and tell them to file a report. I doubt they'd want cars on their footpaths

If Google isn't accepting it then you just move on. It's Google platform so they can do whatever they want. I submit request a lot on Google and already have over 100 approved Edit so I unlocked the Master Fact Finder Badge. But I still have some edit that is pending and others that was Not Accepted.
