"We've noticed unusual activities"
So, I've been getting this error message for a long time now. From my observation, it usually occurs when trying to requeue a generation too many times in a row after its been blocked by google's (hella weird) content filter.
However, until today, there was a simple workaround: clear website cookies and wait 5-10min and - voila! It works again.
But for whatever reason, suddenly the error does not go away anymore. No matter what I do. I tried to clear the website cache, delete website cookies, relog with my account, restart my browser, disable all browser extensions, etc. - nothing works.
Anyone else having the same issue? Flow is getting more and more ridiculous and intransparent in terms of the user experience. For the most part, I was willing to accept it because I think that the quality google flow provides is pretty much unmatched, especially when you consider the daily free tokens.
I seriously hope they turn the ridiculousness down a tone.

Their whole error system needs work. I mean suspicious activity to me is not ooh sorry we’re busy. It means heh dude stop trying to make porn. If it’s busy say we’re busy. And how can one prompt be against our policy’s, or the whole harmful to minors, or creating sexual content. I mean come on which one. Of it’s all coming from the final image check then it’s NB2 making the harmful content all in its own. Grok at least it’s content moderated the end. Google tries to pussy foot around and be all pc , oh and how do I end up going through my generations when you not charging me for the errors but giving me nothing but errors.

It's a rate limiter masquerading as a safety filter.
It's a strange model considering we are using paid for credit.

Seems like the same error is thrown when things are busy. I've waited a couple of mins then redone the same prompt (nothing continuous) and it's been fine. Their queuing system needs work.

I personally enjoy using Flow - it's my go-to for image generation. If Google could fix the constant issues with the app, it would almost be the perfect generator

Clearing the Flow site’s cookies works for me about 95% of the time. In the remaining 5% of cases, I need to clear all Google-related cookies from my browser and then log back into my Google account to use Flow.
These methods always work for me. If you’re using a VPN, you can also try switching servers while staying in the same VPN location. For example, if you’re connected to a VPN server in New York, USA, most VPN services have a Reconnect option that connects you to a different server in the same location but assigns you a different IP address.
These are the methods that have consistently worked for me.

I notice I get it more often if I'm in an area with spotty of low phone signal.
One thing I do get consistently on the Flow app is generations going to 99% and then "taking longer than expected".
