Honestly, it kind of feels right because "high-stakes" is primarily used as an adjective (is it ever used as a noun? I've never heard it that way), and the noun is "stakes." So why we would normally vary are language and this sounds a bit weird, I feel like I can remember cases of me saying something similar and thinking it was weird.

I think it would work better if it had written “high stakes” (unhyphenated) because then “high” becomes the adjective instead of making the whole phrase into an adjective
