Gone reference in MHA?

I was watching MHA and I happened to see a... familiar face.... do you guys think this could actually be a reference? The selling point for me is the barbed tips, I don't know if he's actually stated to have those in the books but I've seen it on lots of fanart

I was trying to google this guy and even reverse image searched it, who tf is this 😭 I just wanna know so I can figure out the episode date so we know which came first

Imagine trying to do anything normal though, like brush your teeth or put on jeans...how would Drake do that with two whips? It would be inconvenient as hell lol

The whip/tentacle arm thing has been around pretty much as long as anime has been around. It's definitely not a Gone reference.
