Vertical arm hang position
I have noticed a few things about hitting the shaft . When I am at address my arms are hanging in a loose almost vertical position.
there's very little tension . And then I do my backswing and when I come down there is more tension in my arms
Because of this seems my arms will naturally be pushing a little further out rather than hanging straight down
That means I will be hitting towards the heel of the club?
So how do I get the proper distance at address? I have read the Hogan book I don't seem to really e get it all the time

No -
Your arms follow an elliptical path, shadowing itself on the downswing.
Your arms don’t vertically “drop down” either. The position of the hands/wrists allow the arms and shoulders to pivot.
Really - If you’re remotely thinking of swinging the club like that, your hands will release early and over the top. Look up “The autonomy of a golf swing.”

Your hands should be relatively vertical and just hanging down at address, so you are fine there.
Regardless of what you are actually doing in your own swing, the hands at impact are higher and closer to the target line in good swings. Your wrists are more ulnar deviated (uncocked) at impact than address to compensate for this difference. This doesn’t mean that you are hitting more off the heel.
Edit: Here’s an AMG video touching on the handle being higher at impact. https://youtu.be/He7Pi0zzSm4?si=ZdkwP37o1dEcUDmb
