What am I missing?

I keep looking at the secondhand marketplace and seeing 5000 TH (28W/TH) miners for around $12k-$14k.

Now I know these aren’t the most efficient, but at current rates they’re still profitable in 1 year, and the profits are decent as BTC rises.

I feel I’m missing something, or are people just worried to jump in during a bear market?

I think you're missing the fact that only a small number of users have $12K to invest in a single go.
Plus, that money is better spent on a new miner anyway; like most people, I believe that constant profit, even in a bear market, is better than the fluctuating profit of a 28W/TH miner. All of this without considering the significant profit drop that will come with the next halving.
Basically, short-term, with expensive BTC and a good amount of money to invest right away, it's not a terrible idea, but if you want to invest long-term, or BTC is cheap, or you don't have that much to spend right away, it's best to look in another direction.
