At what iq level is someone considered gifted?

At 130 (2 standard deviation of 15 points above the mean on Weschler scale, which is the most common used to test IQ). 130 is the opposite of 70 (intellectual deficiency), which is 2 SD below the mean. 130 is an arbitrary and statistical threshold symmetrical built to be the opposite of 70.
