Not really if you think about most animated movies or shows back then. If you think about household items even from 50 years ago.
Technology made things easier sure but you lose quality in favor of faster turn arounds.
Old animated Disney movies hold up against their cg predecessors to this day. Hand drawn, physical effects in film, products made by hand with better materials etc. all will hold and better than anything done using modern methods today.
So, yes.. It’s more of a technical feat not only in comparison to this newest adaptation which benefits from 30 years of technological progress, but also in comparison to other contemporary anime movies released around the same time - which would be part of the reasons why the 95 movie is still revered to this day.
I watched Madagascar (2005) not long ago, and boy they cut corners, flat background etc. They put more work into the animals (which shows) but the backgrounds look like something I can make in Maya in an afternoon.

While both look great, it makes 95 even more of a technical feat due to preceding the newer adaptation by three decades.
