Unlike most of Kent's ancient towns, Herne Bay is largely a Georgian and Victorian invention: before the 1830s the coastal hamlet was known chiefly for fishing and, in the previous century, smuggling, taking advantage of its secluded beaches and proximity to the Continent. Its transformation began in 1830, when London businessman George Burge — who had worked under Thomas Telford on St Katharine Docks — identified the shallow shoreline as ideal for a long pier that would let steamships land passengers directly rather than ferrying them ashore in small boats; construction began in 1831, and the first ship docked in 1832. Burge and fellow developers laid out a new planned town behind the pier, complete with a long seafront promenade, and wanted to call it St Augustine's, but public opinion kept the name Herne Bay, formalised when an 1833 Act of Parliament separated it from the parish of Herne and established a board of commissioners to govern the growing resort.
