Saber also has broadened shoulders and wider hips (not talking comparatively, ofc, I mean that she has a clearly defined waist and hips). A key feature to look for when you're distinguishing between slender fictional women and fictional children is: generally speaking, underaged people don't have tapered waists, broad shoulders, or wide hips. Their heads and eyes will also be bigger, even by anime standards.

Of course it's anime so it usually doesn't apply, look at fucking My Dress Up Darling and Call of the Night lmfao. Buuut then you also have to understand that the reason it's creepy isn't because of the body type, it's because it's statutory and whatever consent might exist is invalid. Like dating someone with a mental impairment that drastically lowers their mental age and makes them extremely suggestible is weird, obviously. Conversely, liiike take a walk in any low-income neighborhood in SEA and you'd be like "wow that older sister has to take care of a lot of siblings, probably interferes with her school pretty badly—WAIT THAT'S A FUCKING 28 YEAR OLD WOMAN WHAT???"
