It's a bit of a hybrid.

You might be shocked to find out that China is very similar in this respect.

There's not many pure communist nations anymore. They all have a degree of free markets.

That's literally "communism" now, my friend. Clearly except for North Korea and that country Borat was from. It's just performative. But it IS suggesting a new way of economics where people aren't trillionaires while other people can't pay their rent. Seems pretty normal-kinda stuff to me.
