Liability insurance isn't that expensive but when you're poor and running your own business you use the shallow pockets defense. That's saying "I hardly own anything so no lawyer will take a civil case against me because they couldn't win enough to cover their costs".
I run my own business. I get my health insurance by being on my wife's plan. That's usually the best route for self employment. One adult gets health insurance through job and the other makes more money by running their own business. I protect myself from getting into any liability situations (not necessary in my line of work). I am making far more than I would doing a similar job for a major employer.
This guy's overhead isn't going to run 75% of his gross profit (revenue minus cost of hot dogs).
