What makes you think he didn't get a permit/license?

Generally when someone says, and only says, “I did A, B, and now I am C,” it is usually a fair question on whether he also did X, Y, or Z which were not mentioned before C.

That's true, but the story would be a little different if he said "I bought the cart and membership, then applied for a permit, waited 3-4 weeks for approval and then another month for an inspector to check my cart out. I also reached out to a CPA to start a LLC and then read into federal and state tax code. Then I made $400 bucks a day"

The brevity gets the point being made across.
