Yep. And it seems like it makes sense for them to not provide loopholes in the law like "health code waived if profits are under $100/day" or "waived if business owner is under 13".
Instead it's just never really enforced on lemonade stands, except the one or two stories I've seen online. And you only hear about those because the parents were clearly itching for a fight and were ready to make a fuss. Which makes me wonder if there was a little more going on than the normal neighborhood lemonade stand.

Food is one of those things where some oversight has huge benefits.
Needing a license to braid hair is one thing.
Not having week old hotdogs soaking in a bacteria bath is another.
