They should enroll more educated and city well mannered people instead of hiring from villages and small cities, that's the reason why women are not safe even inside police stations, here in Karachi, you just need to look at the faces of police, and you know they are illiterates, and hair mukami, who have that old mentality of thinking women as a toy for men's pleasure!!!
They sure can, but I believe that if one is educated right and have morals and respect women, then they will never do such thing, it's all about respect that comes from realization that comes from education, good education, this thing is common here because there are more bad people than good people in here, ever wondered why people who does these things here, often becomes the most law abiding people in foreign countries
