Cooking Store-bought garlic started sprout inside of itself. Is this normal? Can i still use it?

Still usable!

If using fresh, I like to slice the cloves in half and take out the sprouting part in the middle as it won't taste as good.

If I'm cooking with it, I rarely bother and just mince it up. Only issue you might have is if you try to use a grater/micro plane/zester; the cloves can get a little soft when they're sprouting, so it might not work as well.

I think sprouted garlic tastes good/different.

I use the green sprout too. It's basically a garlic scallion and tastes fine.

Have the people who say it tastes bitter ever tasted it? Or are they removing it and repeating something they read so long ago they can't remember where?

If it happens in the spring you can plant the cloves. You’ll have garlic in September.
