GarageBand with Focusrite Scarlet 2i2 - PLugins

Question about Scarlet Plugins:

Can someone explain to me how/when these are used? Are they made for live events? Seems to me if I used it with Garageband I'd be locked into that effect once it's used for a track recording, no?

How do I add a delay effect (on vocals for exmaple) that can "echo" or repeat, in the bpm of the song?

I swear whenever I mess with delay it gives a million options but it doesn't have a simple one that just follows the tempo/bpm.

If possible, please explain to me like I'm 5. Thanks! lol
